Where does this become relevant?

An estate accumulates its systems, not designs them.

Controls, alarms, meters and registers arrive over decades, each procured for its own purpose. The information is all there and still fragmented, so the interpretation lands on whoever is on shift.

When that interpretation is late, the consequence is operational: a list moved, a ward warm, a decontamination run lost. CIDE-OS turns that combined operational state into a consequence and a decision.
